The trade in used computer programs is declared legal. This was stated in the decision of the Court of Justice of the EU C-128/11, based on Directive 2009/24. If you no longer need a permanent, fully paid-up software license, you can sell it without any restrictions from the manufacturer.

Does the software manufacturer have to agree to the transfer of the license?
No. The consent of the relevant manufacturer for the sale of used software licenses is not required according to the CJEU ruling. The manufacturer's copyright is exhausted upon the first sale of his software copies in the EU.
